Object of research: Economics of knowledge as a whole. Some spheres of education – segments of preschool, general and children’s non-formal / supplementary education.

Purpose of the research:

Purpose of the research: development of the monitoring research of economics of knowledge and formation of a cross-country comparable database for conducting a series of regular sociological surveys, performing a complex analysis of economic and statistical and sociological information obtained in 2013 and the results of monitoring of economics of knowledge for 2002-2012, dissemination of statistical, sociological and analytical information on the state of economics of education.

Tasks of the work:

  • Monitoring education markets, including preparing and conducting a series of surveys among parents, teachers and heads of preschool and general education, as well as parents of pupils enrolled in non-formal / supplementary education institutions for children, analysis and presentation of the outcomes;
  • Updating the statistical information warehouse of the economics of knowledge;
  • Preparing and publishing statistical data books and other information materials (in Russian and in English) on the economics of knowledge, in particular, in the field of education, science, information society, innovative activities.

Empirical basis of the research:

The methodology of this project is based on organizational approaches, conceptual and methodological developments, as well as the development of tools, implemented by the Higher School of Economics, taking into consideration the best domestic and foreign practice.

The information base of the monitoring research and statistical data books includes:

  • Official data from the Federal Service for State Statistics;
  • Results of thematic sociological surveys;
  • Monographs, scientific articles, other publications of Russian authors;
  • Foreign analytical, information and statistical publications.

Wide-scale sociological surveys that provide the development of the information database for investigating processes occurring in preschool and general education, as well as in children’s non-formal / supplementary education, were conducted in a monitoring format. The principal methodology of the monitoring research conducted by the HSE is determined by the modular structure of monitoring tools that allows interchanging several areas of research and provides a maximum possible preservation of the sample of previous surveys covering a total of not less than 6500 respondents.

The updating of the data warehouse of the economics of knowledge (information and analytical system “Statistics and monitoring of the economics of knowledge: science, innovations, education, information society”) performed and the statistical data books issued met the informational needs emerging in the course of implementing the tasks set in the basic documents related with the economics of knowledge in the short, medium, and long-term perspective.

Outcomes of the work:

a) Development of methodology:

  • Instruments of the surveys of parents whose children were attending kindergartens and parents of schoolchildren, teachers and heads of preschool and general education institutions have been updated;
  • New tools for the survey of parents whose children were attending non-formal/ supplementary education institutions have been developed.

b) Obtaining of new empirical knowledge:

  • Database of the survey of parents whose children were attending kindergartens and parents of schoolchildren, teachers and heads of preschool and general education institutions, as well as parents whose children were attending non-formal / supplementary education institutions;
  • Indicators of the economics of knowledge by levels of preschool and general education calculated from data of wide-scale sociological surveys (of parents whose children were attending kindergartens and parents of schoolchildren, teachers and heads of preschool and general education institutions, as well as parents whose children were attending non-formal / supplementary education institutions) and actual educational statistics;
  • Analytical materials prepared based on results of wide-scale sociological surveys (of parents whose children were attending kindergartens and parents of schoolchildren, teachers and heads of preschool and general education institutions, as well as parents whose children were attending non-formal / supplementary education institutions) and actual educational statistics;
  • Updated the data warehouse of statistical information on the economics of knowledge;
  • Information and statistical data books on the economics of knowledge in Russian and in English.

Degree of implementation, recommendations on implementation and results of implementation of the project:

Analytical materials prepared in the course of the project implementation were submitted to the Ministry of Education and Science of the Russian Federation to be used in current activities.

Information bulletins “Monitoring of Education Markets and Organizations” are issued regularly based on the outcomes of the project.

Indicators developed under this project are now included in the set of qualitative indicators of the education monitoring coordinated by the Ministry of Education and Science of the Russian Federation.

Recommendation : it is advisable to use the obtained empirical and analytical results in all NRU HSE research on relevant issues.
