The project has been carried out as part of the HSE Program of Fundamental Studies.

The project was implemented within the framework of the HSE Basic research program.

Research object: the regulation of working norms and duty hours of teachers, and the practice of setting norms for teachers in state and municipal educational organizations.

Research purpose: development and implementation of a scientifically-based model for setting work standards or norms for teachers in accordance with the job description and / or professional standards for effective implementation of the contract in the subordinate entities of the Russian Federation.

Empirical base of the research: obtain to labor legislation and education legislation; local normative acts of educational organizations, the practice of regular courts, articles published in the mass media and the legal services network; questionnaire and interview of respondents from five subordinate entities of the Russian Federation (Moscow, Moscovskaya oblast’, Ivanovskaya oblast’, Yamalo-Nenectkiy avtonomniy okrug, Novosibirskaya oblast’); the concept of setting working norms for teachers for effective implementation of the contract and the professional standard of teachers; the model of regulating norms for teachers in general educational organization.

Research results:

- the analysis of current legislation and the practice of setting work norms for teachers to create an analytical review;

- the creation of a concept for standardising work norms for teachers for effective implementation of the contract;

- suggestions for what should be required professional standards and job descriptions for teachers for the preparation of formal proposals to amend the acts of the Ministry of Education and Science of the Russian Federation;

- the creation of a "Road map" for implementation of the model of setting work norms for teachers in educational organizations;

- the development, approbation and expert methodological support for the introduction of a model to standardise working norms for teachers in accordance with their job description and / or professional standards for effective implementation of the contract in the subordinate entities of the Russian Federation

Implementation of the research results: The research results are generally oriented towards the field of basic research. However, they are also highly relevant as a source of rich and reliable data for informing legislation reform in such spheres as setting work norms for teachers for effective implementation of the contract, and to create formal proposals to amend the acts of the Ministry of Education and Science of the Russian Federation and many others.
