How to Apply for Your Student Social Card

Students on full-degree programmes can apply for a Student Social Card (‘SKS’ in Russian) and it is definitely worth doing right away because it doesn’t just give you a discount on public transport but serves as your banking card to receive your stipend and make purchases.

The social card gives you discounts on travel on the metro and city transport and on suburban and commuter trains in the Moscow region. As a bank card you can use it to receive you stipend, benefits and financial assistance or other payments and to make non-cash payments for goods and services. To receive your stipend or other payments and to open a bank account, you must go in person and tell the university accounts office your SKS number at Myasnitskaya Ulitsa, 20, room 428, tel: + 7 (495) 772 95 90 *11576

For your application for the Social Card the university will submit your personal data to the Student Register at the Moscow Social Register. It takes 10 working days for the data to be processed.

Once your personal data has been added to the Student Register, you must check it yourselfon the Moscow Social Register website (the website is in Russian only, so ask your buddy to help you). If your data is in the register, go to any multi-functional centre (MFC) in Moscow, and apply for your Student Social Card to be issued. 

If you don’t speak Russian, ask your student buddy to come with you to the Centre — they don’t generally speak English there — and take a copy of your passport translated into Russian. If you don’t have it translated, write to translation@hse.ru or go to the Visa and Travel Support Office at HSE

There are currently almost 100 multi-functional centres in Moscow. They are open between 8am and 8pm daily. You can find their addresses here

Once you have submitted your application it takes 30 days to process. When it is ready, collect your card at the same centre (MFC) where you submitted your application.

Attention! 1st year students’ personal data will be submitted to the Moscow Social Register before the 4th September. 

Students can search for their data on the Register from 10th September.

If you can’t find your data on the Register, tell your programme manager about it immediately. It means that some information is missing (passport details or maybe your address), or incorrect, in the university database.

While your card is being prepared you can:

  • Get a 50% discount on urban suburban trains in and around Moscow if you show your student ID at the ticket office.
Buy a reduced price monthly pass for the ground transport for 230 roubles. You have to go to the City Transport Office at Moscow, Lesnaya Ulitsa, 20 (metro station Belorusskaya, (circle line), entrance with the sign Passengers Agent GUP Mosgortrans, staff dept.), opening times: 8am to 8pm daily (closed between 1pm and 2pm) and take your student card with you. They probably do not speak Russian there so you might need the help of your buddy.

You have to apply for your card again in the following cases:

  • If you lose your card,
  • If it gets damaged,
  • If it stops working,
  • If it is annulled or has mistakes,
  • If your personal data changes (name or passport details, etc).

In all of these cases you must, as in the first instance, check the Moscow Social Register website to see whether your data is on the Student Register and go to a multi-functional centre to apply for a Student Social Card. If you name is not on the Student Register, ask your course manager to check your current personal data.
