New Appointments at the Faculty of Law

Vadim Vinogradov has been appointed Dean of the Faculty of Law, and Evgeny Salygin now holds the position of Deputy Vice Rector. 

Vadim Vinogradov joined the faculty in 1998 as lecturer. A year later he became a senior lecturer, after which he was promoted to Associate Professor and then Professor. Vadim Vinogradov is a Doctor of Law, a Professor, and a renowned expert in the field of constitutional and municipal law. He has published more than 120 pedagogical and research works.

He is member of the Expert Council on improving electoral legislation under the State Duma Committee on Control and Regulations, and the current Executive Secretary of the working group on the implementation of the ‘regulatory guillotine’ mechanism in education under the Government Commission on Administrative Reform. He also actively participates in expert work in the field of legal analysis and lawmaking.

In addition to HSE University, Vadim Vinogradov works at the Russian State University of Justice as Head of the Department of Constitutional and International Law. He is also Chairman of the Board of Directors of the non-profit foundation, the Centre for Legislative Assistance.

Since 2008, Evgeny Salygin served as faculty dean. Now he has been appointed Deputy Vice Rector and will share responsibilities with First Vice Rector Vadim Radaev.

He will be responsible for coordinating inter-campus distance learning (monitoring offers for creating online courses by educational programmes as well as teaching issues with the various platforms offered to the students of different campuses). He will also be involved in developing a plan for transferring 25% of HSE courses online.
