The HSE Rector's functions and responsibilities are defined by the HSE Charter. The Rector is the highest authority at the University and acts as its legal representative.
He is responsible for the management of education and research at the University. Each year he makes a plan for development and submits it to the Academic Council for consideration. The Rector is also responsible for implementing decisions made by the University Academic Council. He is responsible for academic activity at the University, he manages the HSE's budgets and resources; he organizes and manages the staff of the University.
The HSE Rector is generally responsible before the staff and the founding shareholders for all University activities.
