The scholarship was established to increase payments to socially vulnerable students up to the subsistence level

State-funded 1st and 2nd-year bachelor’s (specialist) students, who are socially vulnerable and have excellent and good grades

Good and excellent grades according to interim assessment after each module

Scholarship is awarded four times a year according to the results of each module
Payment period
January-March, April-June, July-October, November-December
Application procedure
The application is not required. Scholarship is awarded to all students who meet the selection criteria
Grounds for early scholarship termination
Student expulsion

Certain categories of students, if they meet the requirements, are automatically awarded scholarships. This includes:

  • Orphans and children without parental care;
  • Group I or II disabled individuals with supporting documentation;
  • Those affected by the Chernobyl disaster or by other nuclear catastrophes;
  • Veterans or individuals with service-connected disabilities;

The remaining categories of socially vulnerable students are awarded scholarships depending on the availability of funds, in descending order of priority:

  • Students whose parent(s) is an unemployed disabled from Group I or II;
  • Students whose parent(s) is an unemployed retiree;
  • Students from large families;
  • Students from ‘incomplete families’ (due to the death of a parent; single-mother households);
  • Students from families in which the per capita income is less than the set minimum average for Russia.

A foreign student can receive a Social Stipend if he or she is state-funded and has the necessary proof of domicile, and also meets the abovementioned requirements. For this, he or she must submit the corresponding documents to the Study Office; medical and income documents (in particular, a certificate from a social security office for the previous five requirements) must be issued by the authorized state bodies of the Russian Federation, not from abroad. To receive such a certificate, the student must go specifically to the social security office at their place of residence (not temporary residence; a dormitory is considered temporary). 

NB! To receive the certificate confirming your benefits and giving you the right to receive a Social Stipend from the HSE, please contact the office of the Moscow Department of Social Welfare where you are registered.
