Procedures for Retaking Final State Examinations

Important

  • Retakes of final state examinations (FSEs) may not be assigned to any student more than two times.
  • Taking FSE is free of charge.
  • If a student is expelled for a breach of HSE University’s Internal Regulations / his/her failure to fulfil agreement provisions:

    Reinstatement is only possible to a fee-paying spot and not earlier the next academic year from the starting date of the academic year (module/semester), when the directive on dismissal was issued, and no later than in five years after the FSE, which the student failed on his/her first attempt.

    Reinstatement is only possible to a fee-paying place.

  • If a student is dismissed of his/her own accord / due to circumstances beyond a student’s control

    If vacant government-funded places are not available, but vacant fee-paying places are, a student shall be entitled to reinstatement to a fee-paying place.

    Reinstatement is possible within five years from the date of dismissal, subject to the availability of vacant places and with previous terms for study maintained, but no earlier than the completion of the academic year (semester), when the student was dismissed.

  • If a student is dismissed for failure to pass FSE​​​​​​​

    The following reasons shall serve as grounds for dismissing students for their failure to complete FSC:

    • if a student has received an unsatisfactory grade;
    • if a student does not appear at the FSE without a valid excuse;
    • if a student was not allowed to progress to the thesis defence stage because of the non-submission of his/her thesis by a set deadline and without a valid excuse.

    Reinstatement for FSE retake is only possible to a fee-paying place and within the timeframe, set for conducting the FSE for students during their graduation year, but not earlier than within 10 months and not later than five years after the FSE, which said student failed upon his/her first attempt, was held.

  • FSE deferral due to absence from the final for a valid reason

    A student has the right to complete the FSE within six months after the close of the FSE process (starting from the end date of the FSE, as set in the Academic Calendar).

    A student who has not completed a final examination for a valid reason may be admitted to take the next final state examination (if it is scheduled).

  • What shall I do to be reinstated?

    For reinstatement, you shall file a personal application with your Programme Office, indicating the date, from which you wish to be reinstated.

  • What should I do if I want to change my thesis topic?

    In such cases, you can reset your thesis topic and/or replace your thesis supervisor.

    If a dismissed student must write a thesis, he/she may seek such a service, paying for it separately as per his/her agreement for the provision of paid educational services. Such an agreement may be concluded at any time but no later than the date for the student’s reinstatement.

  • If a student has failed the FSE on his/her second attempt

    A student who has not completed the FSE without a valid reason during the retake period for the FSC, shall be dismissed from HSE University for failure to fulfil his/her obligation to complete his/her studies and degree programme with due diligence. In turn, he/she shall be issued an attendance certificate or a certificate confirming the period of studies.

  • If a student does not appear at the repeat FSE​​​​​​​

    If, during the FSE retake period, within six months after the completion of the FSE, a student does not appear at the final state examination for a valid reason, e.g., a medical reason, and does not submit a medical panel’s resolution about granting him/her academic leave for medical reasons, he/she shall be dismissed from HSE University for failure to fulfil his/her obligations to complete a course of study and a degree programme with proper diligence.
