Student Personal Data
HSE collects, tracks, processes, accumulates and protects personal data of HSE students as prescribed by the Federal Law No.152-FZ “On Personal Data” dated July 27, 2006.
Personal data policy establishes procedures for processing personal data and ensuring its protection from unauthorized access and disclosure.
Personal data is any information that refers to an individual (subject of personal data) directly or indirectly identified or identifiable, including their full name, date and place of birth, address, marital, social or financial status, education, occupation, income and other information on facts, events and circumstances from which the student can be identified.
Processing personal data comprises collection, recording, systemization, accumulation, storage, specification (updating, changing), retrieval, use, transfer (dissemination, granting access), depersonalisation, blocking, removal, and destruction of personal data.
Confidentiality of personal datais the provision binding upon any authorised individual who has been granted access to personal data of HSE students, and requiring the protection of data from unauthorised disclosure without the student’s consent or other lawful grounds.
Dissemination of personal data refers to disclosure of personal data to a specific group of people or making it universally available, including its disclosure in mass media or information and telecommunications networks, or otherwise giving access to personal data of students.
Collecting and Processing Personal Data of HSE Students
HSE processes personal data of its students solely for the purpose of complying with the relevant laws and regulations and performing its educational functions.
Personal data of students (attendees) include the following:
- Full name
- Date and place of birth
- Passport details
- Address of registration
- Actual residential address
- Previous education
- Military duty
- Social benefits
- Mode of study
- Education programme
- Basis of studies (e.g. agreement)
- Student status changes (abstracts from directives)
- Academic performance
Students may also be required to provide information on their parents (legal guardians) or parties paying for their studies at HSE.
Such information includes the following:
- Full name (for individuals)
- Year and place of birth
- Passport details
- Address of registration and actual residential address
- Name of the organization (institution, enterprise) (for legal entities)
- Bank details
- Location as per the registration (Unified State Register of Legal Entities).
All newly admitted HSE students fill in a special form containing their personal data. All its fields must be completed as per the submitted documents, and all the answers must be correct and complete. No corrections, blots, crossed-out or omitted information is allowed.
All personal data is received from students themselves only. Before enrolment to HSE, all students must grant consent to processing of their personal data. The consent form contains full name, date and place of birth of the student, their address of registration and actual address, passport details, as well as the purposes of data processing and list of personal data which may be processed as per this consent.
Students must provide accurate personal data only. HSE may check the personal data provided by students against the submitted documents. Students must inform their Programme Office of any changes to their personal data.
HSE shall not transfer personal data obtained from students to any third parties, publish it through mass media, on websites, in guides, leaflets, etc., unless otherwise stipulated in the Russian legislation.
Students who refuse to sign the consent form cannot have their names (and other data) entered into the restricted ASAV system through which courses are assigned, record sheets are issued, academic records are stored, ratings are compiled, transition to the next year of study is executed, etc.
Students who disagree with the consent form may provide their own to specify which personal data they will submit and for what purposes.
Upon their admission to HSE, students must also sign a Statement of Acknowledgement to certify their obligation to read HSE bylaws governing the educational process (their full texts are available here: http://www.hse.ru/docs/), monitor any changes to these documents, read new HSE bylaws adopted during their studies and regularly check their corporate email.
