Course Syllabus

Abstract

The course is practice-oriented. Its purpose is to provide students with knowledge of the specifics of the work with representatives of governmental and business structures in the Arab region. The course is taught by Professor A.G. Baklanov, a scholar of Oriental studies, an Arabist, and a diplomat who has worked for several decades in the Central Office of the Ministry of Foreign Affairs and its foreign missions. He has experience as the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Saudi Arabia, as well as the Head of the Department of International Relations of the Federation Council (Senate) of the Federal Assembly of the Russian Federation. He is a State Counsellor of the Russian Federation of the 1st Class. The course author will explain how visits are prepared, how delegations from Arab countries are received, how business correspondence is organized, how information and analytical, administrative documents are compiled, and how conversations and memos are recorded. Pre-requisites Fluent command of English in political and economic vocabulary

  • a good understanding of the situation in the Arab countries and the approaches of elite groups and business organizations to developing relations with Russia. Knowledge of the specifics of the functioning of the banking system in the Arab countries.
  • obtaining an objective assessment of the current state of Russia's political, economic, trade, financial, and scientific-technical relations with the Arab countries.
  • understanding the reasons for the insufficient effectiveness of trade and economic cooperation bodies, a realistic assessment of the impact of Western sanctions on the development of financial, economic, and investment cooperation.
  • knowledge of the functions and procedures of state and business entities involved in bilateral relations.
  • knowledge of the procedure for organizing visits of Russian delegations to Arab countries, understanding the role of Russian embassies, consular offices, and trade missions in planning and conducting visits of Russian delegations.
  • knowledge of the procedure for receiving Arab countries delegations in the Russian Federation.
  • knowledge of the protocol features of interaction with representatives of Arab countries.

  • Knowledge of the rules for writing the main documents that ensure the resolution of organizational and substantive issues, such as the "organizational circular".
  • knowledge of the procedures for accommodating delegations, addressing security issues, providing transportation services, and offering linguistic services.
  • knowledge of the preparation and conduct of negotiations, as well as the drafting of strategies and tactics for the negotiation process
  • has the skills to complete final documentation, record conversations, and write notes for management.
  • has the skills to conduct business correspondence and prepare presentations.
  • has a thorough understanding of the format, requirements, content, and length of reports for management.
  • has knowledge of the protocol of Arab countries and the Russian Federation, as well as the procedures for coordinating programs and taking into account the preferences of partners.

  • has knowledge of the specifics of organizing high-level visits and addressing issues related to the physical protection of delegations.
