Course Syllabus

Abstract

Дисциплина «Теория и механизмы государственного управления» нацелена на формирование у магистров знания основных методов и технологий, используемых в органах государственного и муниципального управления, для достижения поставленных перед ними целей и задач. В ходе освоения данной дисциплины студенты ознакомятся с лучшей существующей практикой, нормативными правовыми и методическими основами применения новых технологий государственного управления и регулирования в Российской Федерации, приобретут необходимые компетенции по применению различных методов государственного управления и регулирования, а также научатся использовать и оценивать эффективность современных технологий государственного управления и регулирования. Возможен дистанционный формат изучения дисциплины

Learning Objectives

  • The objective of the course is to empower participants, that is, future decision makers in the public, private, or non-for-profit sector, with knowledge required for taking appropriate decisions when dealing with public administration.

  • Drafts research questions on correlation and dependencies between concepts from political science and population & development issues
  • Evaluates strategic projects by its costs, benefits and processual organisation
  • Explains difference between a plan, a programme and a strategy
  • Investigates costs, benefits, stakeholders, interests to forecast likelihood of innovation application
  • Links classical theories to modern issues in public administration
  • Names major public administration theories and stages in their evolution
  • Reports novel, original ideas and innovative products in public sector organisations
