Course Syllabus

Abstract

The course explores conceptual issues and practical challenges of multi-level countryspecific STI policy making, with a focus on regional level. It specifically discusses Russian examples, highlights most recent policy initiatives with references to the key theoretical basics of STI. The course prepares students for efficient STI management in both private and public sectors, and blends theory and practice by working on a wide range of cases. The combination of lectures and self-studies enable students to gain insight into ‘black box of innovations’, understand problems and find policy solutions. Students are expected to present the results of their research projects at seminars with invited experts.

  • Forging the key generation of knowledgeable, pro-innovation managers in private and public sectors, with a focus on regional level;
  • Creating informed judgment for multi-level policy decisions to foster an innovative economy and finance, innovative ecosystems oriented toward investment in high technology;
  • Setting standards for monitoring multi-level policies and their outcomes in support of innovation, science and technology, with a focus on regional level.

  • Review of the rationale for and country experience of multilevel innovation policy instruments, with a focus on regional level
    General and specific innovation policy instruments (institutions, infrastructure, incentives, international trade, the labor market, R&D, commercialization, general procurement, clusters). Smart specialization and entrepreneurial discovery process. Living labs: key features and beneficiaries.
  • Pro-and-conning discussion over strong public engagement in innovative-related activities based on the case of national projects-2019
    Responsible research and innovation (RRI). Models of public engagement with research and innovation. The role of government in fostering innovation. Stimulating public engagement in research and innovation processes (policy formation, programme development, project definition and research and innovation activities). Dynamic governance. Case of Russia: national projects-2019.
  • A comprehensive outlook at innovative development in Russia
    Strategic framework for innovative development in Russia: the transition from fostering innovation to innovation-based growth. Russia’s history of technological inventions, and comparison to the results of their commercialization and implementation.
  • Case studies of state-owned companies’ programs to foster innovations
    State ownership and the innovativeness of firms. The impact of public and private ownership structures to invest in innovative projects. Open innovation practices in Russian state-owned enterprises. Innovation development programmes for the state-owned companies: key challenges and results.
  • Scrutinizing the best practices of innovative development in Russian regions
    International practices of assessing the performance of regional innovation systems. Types of Russian regions according to their innovative development. Key features of the HSE Russian Regional Innovation Scoreboard. Analysis of Russian Regional Innovation Strategies within the S3 Framework. Case-studies.

    The exam is planned online on ZOOM Platform, held with ONLINE PROCTORING technologies: Examus Platform (https://hse.student.examus.net). A Student should log in 20 minutes prior to Exam Session. Examus system can be tested in advance. Computer should meet the technical requirements: https://elearning.hse.ru/data/2020/05/07/1544135594/Технические%20требования%20к%20ПК%20студента.pdf) Before the Examination: a student should log into the Examus System, test the system, switch on the cam and the micro, identify oneself by the passport (!). During the examination a student is not allowed to use any other internet-resources, communicate to the others. Temporary internet breakdown is for up to 10 min. If longer - a written request to the course director, cc study office manager for further decision to reschedule the Exam for another date for examination: with different exam questions.
