Концептуализация государственного управления на основе платформ: российские кейсы

Platforms become important technological but also organizational and institutional ways to arrange governance process in many countries (O’Reilly, 2009, Margetts 2018; Brown et al. 2017). Platforms originate from business industries but become very popular and evolve in government. Originally government information systems were not designed to fit the platform requirements. Nevertheless government agencies produce more and more significant ICT projects that result in provision of platform based solution to government stakeholders (Brown et al. 2017). In our article we examine existing definitions of platforms applied to the process of governance. We argue that platforms should be undertaken not as a general prescription for government, but as experimentation for collaborative solutions to solve specific problems. We review existing definitions of platform approach to government, then we formulate our definition of platform-based governance and test it by means of two case studies of very significant Russian government solutions: procurement system zakupki.gov.ru and electronic services one stop shop portal www.gosuslugi.ru. For each of the systems we provide a descriptive framework based on secondary data analysis namely: the legal framework regulating system functionality, core process analysis meaning that we describe most valuable process implemented in the system for users by execution stages, historical evolution of the project from simple IT-solution to complex information system comprehending key processes in the industry or subject area (procurement and electronic services provision accordingly), stakeholder analysis where we define roles, activities and values of the user groups involved in each project. Our cases demonstrate that though not being initially designed as platform solutions both gosuslugi.ru and zakupki.gov.ru go through an evolutionary process: from e-documents and records management systems to platform solutions where different stakeholders participate and follow their interests. We turn to the case of the Russian Federation in order to demonstrate issues that have more general relevance, and conclude with a research agenda for understanding how platforms might develop across different societies.
