Supervisory Council Approves HSE Draft Strategic Development Programme up to 2030

On July 23, 2014, the HSE Supervisory Council gathered for its regular session.

The Council discussed the draft Strategic Development Programme for the university up to 2030, which had been prepared under an order issued by Russian President Vladimir Putin. This document was developed on the basis of the previously approved university development programmes – the programme up to 2018 and the international competitiveness development programme up to 2020. The new programme integrates these programmes and adds new measures, including the development of the HSE’s venues and modernization of its research and information infrastructure.

HSE Rector Yaroslav Kuzminov presented the programme to the members of the Supervisory Council and told them which areas of development will help the university strengthen its global competitiveness. The university aims to increase the share of English-taught courses to 20% by 2020, to bring its curricula fully in line with international educational standards, and to improve courses in the areas where Russia is falling behind developed countries. Research and project activities will become an essential part of the education offered by the university.

In terms of its research activities, the HSE will become integrated in international research networks. First, the university plans to increase the number of laboratories headed by internationally renowned researchers. The number of international laboratories should double by 2020, and by 2030 the share of lecturers holding a PhD from an international university should grow four times and reach 15%. The university also plans for a nine-fold increase in the number of academic publications indexed in WoS, Scopus, and other databases. Today, the HSE stands at 113th in the Social Science Research Network ranking by level of citations and 2nd by annual surplus of publications. The HSE will also become a leading research centre in Russian studies.

Another strategic area in the university’s development is expert and analytical work. In addition to traditional analytical support for government agencies, the HSE will expand its cooperation with international partners working with transitional economies, specifically BRICS countries.

The Supervisory Council approved the HSE Draft Strategic Development Programme up to 2030, which will now be forwarded to the Russian government for approval.

The session was headed by Vyacheslav Volodin, Chairman of the Council and First Deputy Chief of Staff of the Presidential Administration of Russia. Other participants included Maxim Akimov, First Deputy Head of the Executive Office of the Government of Russia; Olga Dergunova, Head of the Federal Agency for State Property Management (Rosimushchestvo); Mikhail Zadornov, President and Chairman of the Board at VTB24 Bank; Leonid Pechatnikov, Deputy Mayor of Moscow; German Gref, CEO of Sberbank; and Alexander Voloshin, Head of the Working Group on the Creation of an International Financial Centre in Russia under the Presidential Council on Russian Financial Market Development.

The university, in addition to Rector, was represented by Academic Supervisor Evgeny Yasin and President Alexander Shokhin. The Ministry of Education and Science was represented by Deputy Minister Natalya Tretyak.

 

The HSE Supervisory Council was founded in 2011 after the university received the status of an autonomous educational body. As required, it includes representatives of its parent organization, which in this case is the Russian government.

The Supervisory Council provides recommendations on such issues as structural changes at the university, asset management, closing big transactions, and audit. In addition, the Council makes its conclusions on the draft financial plan and approves the reports on its implementation.
