of Russians between the ages of 16 and 65 do not have experience using a computer or do not have confidence in their ability to use one.
Russia lags behind OECD (Organisation for Economic Co-operation and Development) countries in this area. Only 25.9% of Russians show a high level of competency when it comes to solving problems using computer technologies.
At the same time, mathematical literacy and general literacy are somewhat higher among Russians than the averages for other OECD countries.
These results come from a study by the Programme for the International Assessment for Adult Competencies (PIAAC) and were presented at a conference at the Higher School of Economics – ‘21st Century Key Competencies. New Value for Literacy in a Modern Society’.
The study included an assessment of general literacy and mathematical literacy of working-age populations in 24 countries, as well as their ability to solve problems in a technological environment.
