Energy Consumers and Suppliers Need to Work Together
The experts expect changes in the world energy market, and Russia and Japan can collaborate to develop a concept for energy security in the Asian region. Nobuo Tanaka, former Executive Director of the International Energy Agency, recently delivered a lecture at the HSE.
Energy security is one of the key problems reflected in the development strategies of the world’s leading countries. Russia, as a major exporter, and Japan, as a major importer, are on different ‘poles’ of the world energy market, but both countries have many overlapping interests. One of the most important issues is energy security. Almost all the countries tend to diversify energy sources and supply options.
The EU countries are trying to reduce their dependency on Russian gas. At the same time Europe is trying to incorporate the hydrocarbon-rich countries of North Africa into a common energy system. The EU is subsidizing alternative energy, which is still much too expensive, and reducing the number of its nuclear power plants. Japan is currently unable to reject the use of nuclear power energy due to the lack of natural energy resources. But after the ‘Fukushima’ tragedy the situation changed dramatically, and now it is rather difficult for the government to justify investments in nuclear power plant construction. Prices for imported gas turned out to be another problem for Japan.
Nevertheless, the situation on the gas market is going to change, and these changes concern Russia as well. Shale gas development in the USA has made that country the world’s leading gas exporter. China is also planning to develop shale gas, and Russia may lose its influence in the market.
According to Tanaka, Russia and Japan have several territorial contentions, but the countries should put those issues aside and think positively and strategically to try to solve the problem of energy security. That is a sphere in which the major consumers and suppliers need to work together.

Challenges Faced by Japanese Investors in Russia
Nina Ershova, Research Fellow at HSE Institute for Industrial and Market Studies, examined Japanese companies' experience of investing in Russia. Her paper "Challenges for foreign investors in Russia: the case of Japanese companies" is based on findings from a survey of 32 companies — members of the Japan Business Club in Moscow, conducted between April and June 2015, and content analysis of twenty interviews with Japanese business, academic and NGO representatives conducted between 2008 and 2015.
Shimada Nobuo on Japanese Swords and the Japanese Soul
On the 15th May, 2015 Shimada Nobuo gave a lecture at HSE on Japanese Military Culture. Shimada Nobuo brought some swords from his own workshop and allowed his audience to hold them while he talked about the enduring Japanese interest in weapons of war and the Japanese soul. Owner of the Yamashiroya gallery and specialist on ancient artefacts, Mr Nobuo advises the Japanese ministry of culture and works with the Hermitage and other museums in St Petersburg and around the world helping them with their Japanese collections. He gave his talk in Japanese with Russian translation. He gave this interview to the HSE News Service.
Why Do Economies Stop Growing?
Professor Kyoji Fukao of the Institute of Economic Research, Hitotsubashi University in Tokyo will give an honorary lecture on "The Structural Causes of Japan's Lost Decades" at the XVI April International Academic Conference on Economic and Social Development. HSE Hosts Conference for Junior Japan Experts
The sixth ‘New View’ conference for junior Japan experts has come to an end. The conference was organized by HSE’s School of Asian Studies together with the Japanese culture division of the Margarita Rudomino All-Russia State Library for Foreign Literature (Japan Foundation) and the Association of Japanese Studies.
Common Ground – Education and Research
On September 30, Yaroslav Kuzminov, rector of the Higher School of Economics, and representatives of the HSE met with a delegation from Japan’s Tohoku University led by the university’s president, Susumu Satomi. Both sides signed university-wide agreements on cooperation and academic and students exchange between the universities in the fields of linguistics, economics and management and other areas of mutual interest.
Smart Cities – Japanese Style
The HSE Institute of Regional Studies and Urban Planning held a panel discussion entitled ‘Developing Cities and Infrastructure’ as part of the Russian-Japanese forum ‘Points of Intersection: Business, Technology, Culture’ that took place in Moscow. The discussion focused on development opportunities in Moscow and the adoption of solutions to urban problems already applied in Tokyo.
Discussing the Future
Кen Jimbo, Professor at the Keio University (Japan), spoke on ‘2030 Strategic Trends in Asia-Pacific: Implication for Japan-Russia Relations’ at a roundtable discussion at the HSE. The event has been organized by the Faculty of World Economy and International Affairs.
Androids Among Us
On November 15th 2011, Hiroshi Ishiguro delivered a lecture at the HSE on ‘Human, Androids and Media’. The event was organized by the Embassy of Japan in Russia, The Japan Foundation and the HSE Faculty of Business Informatics.
