Course Syllabus
Abstract
Science, technology and innovation (STI) policy is one of the key dimensions of government policies to promote sustainable socio-economic development. The course starts with basic definitions and continues with key theoretical concepts and an overview of the evolution of STI policy at global level. It reviews in detail international and Russian practices through studying various STI policy issues step-by-step: policy levels, actors and activities, priorities and tools, human resources and finance. Problem- and challenge-oriented issues are also being addressed, like research excellence, clusters, pay-for-performance incentives, and international cooperation. The course ends up with general approaches and specific methodologies that are used to evaluate the efficiency and impact of STI policy measures. The course implies lectures and practical tasks including class work in teams and homework. This course will be useful to those students who wish to get aware of STI policy and its background, understand its rationale and toolbox, be able to analyze and assess the approaches to and practices of STI policy making.
Learning Objectives
- Provide students with a systemic view on STI policy
- Describe and explain the links between theoretical base, rationale, evidence base, targets, strategies, tools and effects of STI policies
- Develop understanding of actual STI policies in different countries including Russia

- Examination (ORAL FORMAT)The exam is planned for the 3 module as an ORAL EXAMINATION, online on ZOOM Platform, held with RECORDED PROCTORING technologies: Examus Platform (https://hse.student.examus.net). List of the Groups for ORAL 2-stream session will be available a week before the examination. A Student should log in 20 minutes prior to Exam Session. Examus system can be tested in advance. Computer should meet the technical requirements: https://elearning.hse.ru/data/2020/05/07/1544135594/Технические%20требования%20к%20ПК%20студента.pdf) Before the Examination: a student should log into the Examus System, test the system, switch on the cam and the micro, identify oneself by the passport (!). During the examination a student is not allowed to communicate to the others. Temporary internet breakdown is for up to 10 min. If longer - a written request to the course director, cc study office manager for further decision to reschedule the Exam for another date for examination: with different exam questions.
