Impact of public science and innovation policy on scientific productivity

This study aims to assess the impact of government support for science and innovation on the scientific productivity of Russian researchers. The paper analyzes the relationship between financial instruments of state policy and key productivity metrics - the number of publications and citations. Quantitative analysis was conducted using ANOVA and multiple linear regression, with data drawn from the OpenAlex and Crossref open databases for the period 2020–2024. The results demonstrated that public funding positively affects both publication activity and citations. Meanwhile, private and foreign funding showed a weak or negative relationship with productivity. Additionally, the study revealed a high concentration of resources among a small group of researchers who generate a significant proportion of publications and citations. Based on the results of the study, the paper offers recommendations to diversify funding sources through tax incentives and hybrid investment models, reduce regional inequalities, and develop international collaborations. The paper emphasizes the need for reforms to improve the effectiveness of science policy and the integration of Russian science into the international community.
