The International Treaties Implementation into National Legal System: the Example of the Agreement Establishing the WTO

Which legal instruments does the government posess in matters of te international treaties' implementation? When the "implementation" process can be considered fully completed and which measures can be called adecuate to complete the named process? The present paper is an attempt to answer the stated questions by the example of accession of the Russian Federation to the Marrakesh Agreement of 15 April 1994 on the establishment of the World Trade Organization.The establishing thesis of the present research can be expressed as a statement that the implementation institution is not limited by formal legal actions conducted by government or measuresaimed at implementing the provisions of an international agreement. The named institution is a living, gradually developing combination of processes aimed at establishing and securing - by legal measures as well - certain spheres of legal relationships.
