Evolution of Social Programs end Projects sa a Tool for Development NGOs

<p>Effectively operating nonprofit organizations are necessary tool for a society to address social challenges and civic initiatives. The more efficient the NGOs&rsquo; operation is, the greater the effect from its social programs to the society. According to researchers, the evaluation can have a significant impact on improvements in organizational structure; enhance efficiency and effectiveness of their programs.</p><p>The purpose of this study is to identify the role of evaluation of social projects and programs of nonprofit organizations in their development. To achieve this purpose there were formulated and solved the following tasks such as classification and generalization of theoretical approaches to the evaluation of social programs and projects of &nbsp;NGOs as a tool for their development, analysis and classification of the basic methods of evaluation of social programs and projects in of &nbsp;NGOs. The empirical part of the study is devoted to the analysis and the results of programs carried out in accordance with the Moscow Government Ordinance &quot;On the granting of subsidies from Moscow budget for socially oriented nonprofit organizations.&quot; Testing of the hypothesis of the study revealed a statistically significant relationship between measure of the effectiveness of social programs operated by NGOs and the existence of a mechanism of their evaluation. Prospects and opportunities for improvement of the methods of evaluation of social programs and projects are formulated as a result of the study.</p><p>Informational background consists of applications, texts and reports of socially oriented NGOs for the programs implemented under a subsidy of the Government of Moscow, as well as the Public Relations Committee reports on the evaluation of the efficiency and effectiveness of programs run by NGOs funded by the subsidies from the budget Moscow. The research method of content analysis was implemented to collect the information that resulted in a dataset used for further analysis of mathematical and statistical methods (correlation and frequency analysis).</p><p>The following results were obtained. Own evaluation mechanism is present in 15% inefficient, 82% overall effective and 100% of the most effective programs. The correlation between the efficiency and effectiveness measures of social programs operated &nbsp;by NGOs and the presence of the mechanism of their evaluation is found&nbsp; to be statistically significant. Correlation coefficient equal to 0.476 indicates that it is quite significant for the distribution. That is, the effectiveness of programs and therefore the development of the organizations are directly connected with the assessment of the programs and projects. Thus it follows that assessment is an important tool for the development of nonprofit organizations.</p><p>However, the problem is that the Russian nonprofit organizations mostly cannot and do not assess their effectiveness. In this regard nonprofit organizations are invited to assess the efficiency and effectiveness of their programs using the steps outlined in the work and use the results for the improvements on organizational structure and development of the organization.</p><p>Topicality of the work constitutes in the newly obtained results determining statistically significant relationship between the variable efficiency and effectiveness of social programs carried out by Russian NGOs and the existence of a mechanism of their evaluation. Practical significance lies in the fact that the authorities can use the results of the research to improve procedures for the decision-making process, to optimize the process of selecting the most effective organizations to provide various subsidies and grants. NGOs can use the results of the research to determine the efficiency and effectiveness of social programs carried out by them, to streamline its activity and to determine the path of their development.</p>
