Tools for performance management in healtcare

<p style="text-align: justify;">This work reveals the main mechanisms of healthcare system performance improvement based on the analysis of theoretical framework. In the practical part of work there is an analysis of the Russian healthcare legal framework, medical statistics indicators and results of the expert survey among doctors in order to identify mechanisms of performance improvement, which are used in Russian practice. The second target of the research is the development of the additional mechanisms that will also influence on results of healthcare system in Russian Federation.</p><p style="text-align: justify;">The aim of this work is to identify the key mechanisms of improving healthcare system performance, their specifics and the possibility of use in Russian practice.</p><p style="text-align: justify;">Task of the research are: to study the theoretical aspects of healthcare performance evaluation, to analyze the legal framework of Russian healthcare system, to analyze the indicators of Russian healthcare and to consider the results of the expert survey, to identify Russian healthcare system performance, to develop practical recommendations about evaluation and increase of healthcare system performance in Russia.</p><p style="text-align: justify;">As a practical method of the research the qualitative method, namely an expert survey, was chosen. It includes and expert questioning among doctors and administrative staff with length of work in considered sphere more than 20 years.</p><p style="text-align: justify;">The informational and empirical base of the research includes theoretical framework analysis, using the scientific articles and additional sources, the summary analysis of legal framework, which regulates Russian healthcare, data of the medical statistics of Russian Federation and the analytical articles devoted to performance of Russian Federation healthcare system.</p><p style="text-align: justify;">Results of the research:</p><p style="text-align: justify;">1. The study of the theoretical aspects of healthcare performance evaluation has shown that it is necessary to carry out the ethical analysis, namely the analysis of prevailing ethical concepts.</p><p style="text-align: justify;">2. The analysis of legal base has shown that in Russia as instruments of healthcare performance increase mechanisms of main intermediary indicators improvement (efficiency, availability and quality) are used.</p><p style="text-align: justify;">3. There is a positive dynamics in the basic statistic indicators of Russian healthcare system performance.</p><p style="text-align: justify;">4. Experts evaluated the efficiency, effectiveness and performance of healthcare system in Russia as rather high. At the same time they pointed out low allocative effectiveness and low quality of the resources.</p><p style="text-align: justify;">5. As additional methods of productivity increase of healthcare in Russia the following is offered: 1 . To reveal &nbsp;undeveloped spheres of the Russian health care in which there is no personnel and/or the equipment but on which services the population shows demand and to re-structure them so that the branch could provide at least the minimum needs of the population for its services; 2. To strengthen the state control of entering resources quality of health system; 3. To take actions for solving the &ldquo;employee problem&rdquo;.</p>
