Nowadays in modern, very dynamic and volatile world the largest cities are concentrating industrial, financial, human, and investment resources. The prerequisites for such a trend among others are globalization and urbanization processes. This tendency is no exception for Russia: the unstable economy, changes in the system of public administration, international relations issues reinforce the need for more attention to the largest cities as the main sources of socio-economic potential.

The object of this study is the largest cities of the Russian Federation. In turn, the subject of the investigation is management of socio-economic development of the largest cities in Russia. Thereby, the aim of this study can be determined as to reveal the main peculiarities of socio-economic development management of the largest cities in the Russian Federation. In order to achieve this goal, it is necessary to perform the following tasks: to form the research method and identify the main criteria for comparative analysis; to compare the main aspects of socio-economic development management of the largest cities in Russia on the specified criteria; to form a typology of the Russian largest cities on the basis of the obtained results and make a conclusion.

One of the methods of solving these problems is to analyze the theoretical framework of the research. The first chapter of the research is devoted to this issue. It includes the concept of the largest city, the basic characteristics of the largest cities in Russia, the regulatory framework and examples of foreign experience. Based on this information the concept of research is defined and the methodology is formed. The method of research is a comparative analysis. For a comparative analysis three criteria characterizing the system of socio-economic development in the largest cities of Russia has been selected: the type of municipality, Mayor position in the structure of local self-government, the mechanism of socio-economic development management. Further the level of socio-economic development of the largest cities has been analyzed on the basis of the following ratings: “30 best cities for business – 2013” (Forbes), “100 best cities in Russia” (“Urbanika”), “Happiness index of Russian cities” (monitoring agency NewsEffector).

The main conclusion of the work is that the management of socio-economic development of Russia's largest cities has its own peculiarities. In this sphere, the Russian cities differ from the world's centers, other types of cities inside the country and among themselves. Compared with foreign practices, in Russia socio-economic planning and the level of socio-economic development of the city are not interconnected. One of the reasons is a key feature for all major Russian cities – activities in economic transition and transformation of most spheres of public life.
