<p>In this paper we consider the final qualifying the relationship residents&#39; participation in the reform of housing and communal services and its implementation in the Russian Federation. The analysis of the legal framework of housing and communal services, an overview of the violations of the legislation of the Russian Federation in the sphere of housing and communal services . We study the causes of the crisis of housing and communal services at the municipal level . The questions of the system of housing and communal services at the municipal level . The role of the municipal formation of the urban district Zvenigorod in the reform of housing and communal services. Analyzed the increased activity of the urban population of Russia as a customer and consumer utilities. We study the process of participation of owners of apartments in apartment buildings in management. Identifies the factors influencing the social activity of homeowners on the example of Zvenigorod .
