Different regions have their own particular obstacles to innovation entrepreneurship caused by insufficient collaboration among organizations of the innovation infrastructure and innovation entrepreneurs. The research conducted in the year 2013 in Russia was based on this problem.

Nizhny Novgorod region was chosen for the research because of high levels of socioeconomic and innovation development. In spite of the existence of different organizations of innovation infrastructure, not all of them fully satisfy their customers and fulfill their functions.

The overall research goal is to identify the barriers for development of innovative entrepreneurship in the Nizhny Novgorod region, caused by the inefficient interaction of innovation entrepreneurs with innovation infrastructure.

The study objects are the innovation infrastructure organizations and institutions in the region.

The subjects of the study are barriers to innovation entrepreneurship in the region

During the research it will be studied such issues as:

- Intellectual property protection

- Financial support of innovation entrepreneurship

- Information support and availability

- Consulting support in the region

- Collaboration with partners (for development)

- Other factors.

The research is based on findings from previous studies by NRU HSE, the OECD reports, and empirical study designed for this research.

Field study was held in form of semi-structured personal interviews with experts and representatives of organizations of innovation infrastructure. In the year 2013 19 interviews were conducted. The guide for the interview was designed according to the specific problems in dependence on the type of infrastructure.

Our findings prove the system issues that were noted by previous research of small innovative companies managers at 2011.The main opinion differences were in the plane of projects preparedness and investor activity. According to experts, the projects applied for the various funds, are poorly designed, and need the support packaging to attract funding, and the authors are mostly not able to do it themselves. In the opinion of the small innovative enterprises heads, investors too critical about the projects, refuse to invest in a risky business, require the major company share, and interfere in the company operation management.

In the information infrastructure the following barriers were detected: investors prefer to look for projects by yourself, poor information resources organization, lack of large companies interest in the activities for support projects, low awareness level of the innovation system participants on activities and the types support.

The barriers in affordable services are innovation infrastructure organizations have not a wide services range (market research, packaging are needed for projects), external organizations services are often not available for the project because of its high cost, lack of interaction between the participants of the innovation system and business is not interested in scientific research.

So as a result of the study we identified problems and factors affecting the innovation entrepreneurship development, and arising from the innovative entrepreneurs interaction with innovation infrastructure of the Nizhny Novgorod region.
