Competence Educational Program Framework Development for Engineering Higher Education

There is a competence method implementation to modern engineering educational programs of the Russian higher education analyses in the master thesis. It is demonstrated that competence method has not practical imple-mented yet. It remains as formal attribute of education. The purpose of master thesis is improvement of Russian engineering education programs quality by development of advanced thinking. The project idea of master thesis is development of the competence-based engineering educational program structure. The approach to the structure development must be understandable, applicable to the industry, should set a logical relationship between the program elements and should allow construction of individual educational tracks. "A universal model of professional competencies" approach is chosen to implement project idea. Chosen approach is modified subject to the requirements of project idea. On the base of modified approach it is proposed structure of the competence-based educational program as network and competence annotations set. Real educational program is modeled using proposed project idea. Master thesis results directs to developers and managers of engineering educational programs of the Russian higher education.
