Managing the Formation of Professional Competencies of Academic Staff

The research is dedicated to explore impact of academic staff activity assessment criterion (on an example of Far Eastern State Technical Fisheries University) on generating its professional competencies. It is shown that unification of these criterions for lecturers holding different positions and implementing all levels of higher education allows developing the recommendations for administrating formation of their professional competencies. A system of Far Eastern State Technical Fisheries University lecturer’s scientific and educational efficiency indicators is developed. This system constitutes a combination of academic staff professional competencies formation evaluation criterions. Probation of the above-mentioned system is carried out on a reference group of Far Eastern State Technical Fisheries University lecturers. It is shown that professional competencies formation evaluation criterions can be used not only for analysis of lecturer’s activity for the purpose of determining competencies that need to be completely or partially generated, but also for calculation of personal rating that can stimulate growth of academic staff efficiency with application of effective labor contract.
