Currently, structural reforms are carried out in the Russian education system. Russian economy transition of the on an innovative path of development requires the training of highly qualified professionals having interdisciplinary training and basic professional competence. An effective way to training such specialists is to bring together educational institutions to address issues of professional orientation and motivation of students, the continuity of educational programs, raising the educational level of students within the narrow applied areas into a single cluster structure based on areas of training. The lack of understanding the importance of the implementation clusters in the education system of is a major problem today. The study presents the theoretical and practical aspects of cluster formation in Russia and abroad. Author shows the strengths and weaknesses of the cluster policy. Also researcher suggests an exemplary model of innovative educational clusters that is based on RGAIS. The introduction of innovative educational clusters is feasible is feasible under the condition of the appropriate regulatory development. It is necessary to take foreign experience in the formation of clusters and to adapt to Russian conditions.
