Problems of Effective Maintenance and Use Municipal Property: legal Aspects

In the real work the complex analysis of efficiency of contents and use of municipal property is carried out. Effectively using municipal property, local governments have significant effect on refill of local budgets that allows to solve several important problems at once: increase of independence of municipalities of receipts from federal and the budget of the subject, improvement of quality of life of the population, development of small and medium business in the territory of municipalities. The author has investigated the main problems connected with formation of municipal property, local budgets, theoretical bases of effective management of municipal property, and also recommendations submitted on increase of efficiency of use and the maintenance of municipal property that in turn, has to affect positively on decrease in financial dependence on municipalities are developed.
