The Efficiency of the Public Expenditures on Health: Example of Russian Regions

The theme of the efficiency of public expenditures on health is well-developped in western researches, however, it is still remains almost uncovered in Russia. Using the data about the regional budget executions for period from 2010 to 2014 years, the authors attempts to assess the impact of public expenditures on health on the indexes of health system "output", such as mortality ratio and life expectancy. The results showed, that these expenditures had significant and negative impact on the mortality ratio and significant and positive impact on life expectancy.
