According to statistical data, the main role in the innovation process is often played by small enterprises. It is an initiator of R&D, also it provides demand for innovation and implements them.

The analysis allowed establishing the nature of the relationship between different economic factors and the share of innovative products produced by small enterprises in the total amount of products shipped. Then the relations between export of high-tech products and innovative activity were investigated by using a probit regression model with binary choice. Clustering allowed to segment the Russian regions into three homogeneous groups on innovative development of small business and to learn the specifics of each cluster.
