Powerless Subjects of Telecommunications Law

This work is devoted to analysis of legal status of Powerless Subjects of Telecommunications Law. We did the investigation of Russian and foreign legislations, that regulate relations of telecom operators and other participants of Telecommunications relationship and also analysis of modern judicial practice. An attention is placed to subjects of Telecommunications Law, which legal status hadn`t been explored yet in studies of russian jurists such as OTT-providers and providers of virtual private networks (VPN). The correlation questions of content providers and operators were also studied. Besides, lots of attention in work was devoted to net neutrality as one of the basic principles which telecommunication legislation should be based on. The definitions that contains in russian Telecommunications Law were studied and the comparative analysis had been made.
