Corruption Risks Management Tools in Large-Scale Russian Public Projects

The purpose of the graduation work was the development of recommendations on the use of the corruption risks management (CRM) tools in large-scale projects with the government participation. For a better understanding of corruption, its most important determinants and the ways used to manage it in the past in Russia were analyzed on the basis of available historical data starting from the XIII century. Moreover, standard risks management tools were reviewed, cases where corruption risks realized and did not were studied. Analysis of big projects with state participation in the USA, Germany, Singapore, Hong Kong and Russia with a detailed study of preventive CRM tools, instruments of managing of realized risks and their consequences (also recommendations of international organizations used during these projects - e.g., recommendations of World Bank and Transparency International - were explored). Also, students of managerial faculties were surveyed to clarify their attitude to corruption, evaluate behaviour when using different CRM tools. Based on the results of the research done the main determinants of corruption risks in large-scale projects with government participation were identified, recommendations were formulated and the ways to use these tools also in the projects of medium and large businesses were proposed.
