Problems of development and implementation of housing policy in the agro-industrial regions (on materials of Altai Krai)

In modern conditions the housing policy turns into the central link of the solution of problems of social and economic development of society. Relevance of a subject is proved by what today there are many problems that impede the successful realization of housing policy on state and regional levels: high increase in prices for housing, low level of the income of the population, inaccessibility of a mortgage, lack of budgetary funds for provision of housing to exempts and others. All these problems are traced in agro-industrial regions of Russia where the considerable part of the population lives in rural areas. In work the main theoretical questions of the state housing policy and feature of her realization in the conditions of formation of market economy in Post-Soviet Russia are considered: criteria of allocation and feature of development of agro-industrial regions in the context of housing policy are uncovered; the analysis of a condition of housing stock and implementation of the housing programme in Altai Krai is carried out and problems and prospects of increase of availability of housing in the region are revealed.
