Features of Efficiency Assessment of Special Economic Zones’ Activity: Foreign Experience and Russian Practice

This study was dedicated to the consideration of scientific and methodological approaches and practices of assessment of efficiency of SEZs’ activity. Over the past few decades, there was a significant increase of the number of special economic zones all over the world. Primarily, this trend could be explained by the fact that zones were used as the tool of economic policy by governments. SEZs are a tool of Government for implementing of public policies of economic growth procuring and innovative development of Russia. The regulation and providing of organizational and economic, scientific and methodological development of SEZs, through the formation of an effective management system, control and monitoring systems of zone’s activities are the Government’s objective. The study contains proposals for improving the Methods of assessment of efficiency of SEZs’ activity in Russia for technology type of zones, as the most significant for the Russian Federation.
