The Information Openness Factors of Regional Authorities in Modern Russia

This study aimed at identifying the factors that have an impact on information openness of state regional authorities. To create a theoretical framework of the study and to achieve this result, the concept of "e-government" was considered. Also, the models of evolution of "e-government" was revised. Particular attention was paid to the concept of "open government" and its relationship with the concept of "e-government". It is concluded that "open government" does not replace the "e-government", but is based on it. To identify the factors affecting the level of information transparency is used theory of diffusion of innovation. The paper concludes that the causal factors of the adoption of innovations can be divided into external and internal. Also, it is concluded that despite the existence of legislation and standards governing the process, the levels of openness in the information regions are not homogeneous. To test the hypotheses, the correlation analysis was conducted and it was concluded that the various power branches of government are influenced by various factors.
