Abstract This paper studies how the actors of social policy interact on the local level of metropolis. As the object of empirical research several municipalities of Saint Petersburg are selected. The first part of the paper is dedicated to a complex review of the theoretical aspects of the subject and the object of research including the main approaches to the typology of models of social policy (especially the models considering the interaction of the actors), as well as approaches to the study of the socio-political processes in the city, involving the identification of the configuration of power actors in the urban space. We have also studied the concept of the modern metropolis and social problems typical for this type of the city. In the second part the social problems of the municipalities are identified on the basis of the analysis of social mapping, then the problem-oriented analysis of social networks and online media is made, as well as analysis of the interviews and focus groups, as a result of which we draw conclusions about the nature of relations between actors at the municipal level in St. Petersburg, and after that their interaction models are built.
