The topic of Participatory Governance and Direct Citizen Involvement in policy-making is becoming more common in the world. That is the next step in models of public administration after New Public Management and Good Government theories. The relevance of this work is that the topic of citizen participation is not well represented in Russian literature. Moreover the results of this study may contribute to the solution of applied problems. The main aim of this study is to analyze the Moscow citizens assessment of the effectiveness of citizens' participation in co-management processes. In order to collect empirical data for this study was prepared the questionnaire allows to identify the degree of citizens involvement in the decision making as well as their satisfaction level. The survey population was conducted in 5 areas of different Moscow districts.
