Features of Management of Development of Agriculture in the Conditions of Import Substitution Policy

This research examines the potential prospects of effectiveness of the import substitution policy in the one Russian region. The welfare of the country depends on its food independence. On the territory of the Russian Federation acts Doctrine of food security, which defines a minimum share of domestic goods in the agriculture sector. Import substitution problem is one of the most important for the national economy, as the share of imports is quite high in many important industries. That situation raises the question of replacing foreign goods by domestic with high quality and competitive. Success of the national products in the domestic and foreign market depends on the literacy of the import substitution policy. The core of the Russian economy is agriculture. And the degree of efficiency of management of agroindustrial complex during the import substitution policy depends on whether the Russian Federation will be able to comply with its Doctrine. One agro-industrial region was chosen to assess the prospects for a comprehensive import substitution policy and were developed recommendations for a policy plan.
