This work is devoted to analysis of informational and analytical technologies used in the process of state and municipal management. The question of the origin and introduction into Russian legislation the technology of the regulatory impact assessment was analyzed separately. The author studied the young entrepreneurs’ relation to the process of the regulatory impact assessment and to the state adjustment of entrepreneurial activities in general. The analysis of the informational and analytical technologies in state and municipal management as well as the research of the origin of regulatory impact assessment not only in Russian Federation in whole, but also locally in Saint Petersburg, were produced on the basis of analyzed scientific sources. This research could be used not only in the process of selection of the state regulation policy subsequent course but also in improving the effectiveness of lawmaking process altogether. Also the presented work could be interesting for scientists, teachers, students, businessmen and civil servants.
