The Peculiarities of Commercial Activity and Procurement in the Medical Autonomous, Budget, and State Institutions

The research considers the features of the commercial activities and the procurement of medical autonomous budget and state institutions. Reforming the budget sphere and which entered into force the Federal Law № 83-FZ of divided institutions, including health care providers into autonomous, budgetary and state institutions. The division on the types of institutions was for improving quality of services provided in the social sphere. Reforming the institutions served including for arranging commercial activities. Commercial activities of state and municipal institutions affects the quality of services by improving the infrastructure facilities. The main types of commercial activities are the provision of paid medical services, including VMI, leasing of assets, placing funds on deposit, securities operations, to attract loans, participated as founder or investor in other organizations. Procurement as the most important aspect of the medical institutions of the state and municipal forms of property are necessary procedures for the effective performance of state and municipal tasks. Come into force and a law on basic contract system № 44-FZ regulates the procurement procedure autonomous, budgetary and state institutions. Federal Law № 223-FZ regulates procurement autonomous and budgetary institutions. In this regard, important is the question of delimitation of these actions by the two federal laws. The most important objects in the procurement process are pharmaceuticals, medical equipment, tools, inventory, vehicles, food, and services related to catering, spare parts to the equipment. Government and municipal purchases affect the quality of health services, health indicators.
