Innovation development plans of large companies with public ownership are a part of the Concept of long-term socio-economic development of Russia until 2020. In terms of current economic situation, it seems important to analyse the role and place of such companies in Russian economy and their implementation of innovation development plans, as well as to evaluate the effectiveness of innovative activity of companies with public ownership. This paper reveals problems concerning the implementation of innovation development programmes (IDPs). In particular, it discusses the importance of cooperation between companies with public ownership, universities and technological platforms. In this paper it is argued that existing approach to IDPs’ implementation monitoring may need some reconsideration along with the evaluating of the effectiveness of IDPs. In conclusion, some possible solutions to the revealed problems and prospects for further research are suggested.
