Problems of Lots Formation during Public Procurement of Services in the Field of Engineering Survey, Design and Construction Works

Nowadays most of the contracts are concluded within the Contract System. Specifically, the construction field is analyzed in this paper. The author of the paper argues that the Contract System has its drawbacks concerning lot creation stage. In the main part, Russian and foreign procurement systems were analyzed, as well as literature review was made. Furthermore, a research was conducted: positions of antimonopoly services and arbitration courts on bundling were compared. Certain problems were revealed and their possible solutions were suggested.
