Public Control Policy towards Police in Perm Krai: Norms, Strategies and Rules

This paper is about Public Control Policy towards Police in Perm Krai. Particularly, how actors of public control enforce and interpret the norms put in the legislation. An object of study: public control towards police activities in Perm Krai. A subject of research: norms, rules and strategies of public control organization towards the police in Perm Krai. The purpose of this research is to identify the norms, rules and strategies used by political actors in the organization of public control in Perm Krai. There is a number of specific tasks which should be emphasized to achieve this goal. Firstly, to determine the limits put in the legislation of public control. Secondly, to identify the interpretation of the norms used by law enforcement officials and members of the public in public control implementation. The investigation is conducted within the framework of neo-institutional rational choice approach.
