The final work of this study is about the Kaliningrad region compares to North-West Federal District. By the intensity of the general population migration, this macro-region is one of the leading of the other federal districts. The choice of this macro-region is due to the relative differences of the constituent members of the Russian Federation in terms of demographic, economic and social indicators. On the other hand, the territorial location and some similar features allow us to identify specific features of migration processes in the Kaliningrad region. This work is focused on the history of the settlement of the Kaliningrad region. The study of the history of the region settlement allowed us to understand the mistake of the implementation of the programs in the past and the analysis of the resettlement program will allow us to understand the correct implementation of the similar programs in the future. The predominance of men in the age of 18-27 is also unique in the Kaliningrad region, which is due to the presence of a significant number of military facilities in the region. This fact is especially clearly seen in the age and sex pyramid of the population of military cities. At the same time, when considering the general sex-age structure in the region of data, there are no anomalous values, given that this circumstance is associated with intra-regional migration, and not external.
