Principles of Conformity Assessment of Social Infrastructure with Provision Requirements of the Population on Urban Territories

The study undertakes the area of town planning regulation, being critical of the norms of urban planning, as well as of the traditional practice of forming normative design indicators, which makes promise of public authorities to the population be impossible in matters of social guarantees. The study was conducted on the example of assessing the provision of preschool educational institutions of residents of the Chertanovo district of Moscow. The result of the work is an algorithm for determining actual territorially differentiated indicators of the availability and provision of residents with normatively necessary facilities, as the basis for the subsequent determination of economically sound social guarantees and monitoring their implementation. Key words: standards of town planning design, social guarantees, normative and normal (actual) availability of objects, normative and normal (actual) provision with objects, territorially differentiated standard.
