A Comparative Analysis of State Policy and the Level of Development of Tourism in Russia in 2010-2016

Nowadays the tourism industry has risen one step in its importance with such sectors of the economy as the oil refining industry and the automobile industry. Tourist business refers to the rapidly developing and in-demand sector of the world economy. At the moment, there are all the prerequisites and indicators of its profitability, expansion and development. The paper compares the state policy and the development level of tourism in Russia in 2010-2016. The main goal is to determine the strength of the correlation between the state policy pursued in the sphere of tourism and the level of development of tourism in the Russian Federation. Considered are available in the scientific environment approaches to assessing public policy, both domestic authors and foreign ones. The analysis of mechanisms of state influence on the sphere of tourism in Russia is carried out. An assessment of the effectiveness of the implementation of state programs for the development of tourism based on the derived methodology using the mean percentage error. The detailed results of the research are given, as well as recommendations for improving the policy in the sphere of tourism in Russia.
