Consequences of Authority Transfer in Healthcare from the Municipal to the Regional Level (on the Example of Ulyanovsk Region)

The development of modern health care in the Russian Federation presupposes an optimal distribution of powers between levels of power. This also involves determining an effective model for their implementation. That is why the impact of the modernized healthcare system in 2011-2012 in Russia is an actual topic for today, because it is necessary to analyze the situation that has arisen as a result of the division of powers. The purpose of the study is a comprehensive analysis of health care development in Russia and a study of the consequences of authority transfer in healthcare from the municipal to the regional level (on the example of Ulyanovsk region). The theoretical and practical basis of the study is: a review of the historical transformation of the public health organization, the study of regulatory legal acts of the Russian Federation, 17 conducted in-depth interviews among employees of health institutions in the Ulyanovsk region and representatives of the Ministry of Health of the Ulyanovsk region. Based on the results of the analysis, the negative and positive effects of the transfer of health care from the municipal to the regional level in the Ulyanovsk region were revealed. Based on these conclusions, recommendations were developed to improve the functioning of medical institutions and the work of health workers in the territory of the Ulyanovsk region.
