The Opportunities of IAD Framework Application for STI Policy Evaluation in Russia

Among authors of this framework is Elinor Ostrom (along with “Workshop colleagues”). The author and the framework “gained considerable attention (and a Nobel Prize) for its ability to help explain why communities managing "common pool resources" are able to do so without resorting to what some would call "heavy handed" or "command-and-control" policy tools to avoid the overexploitation of CFPs” (Birkland, nd). A review of the literature devoted to this framework is given. The paper provides information on exercises that formed the basis of this framework, examples of use cases are also provided. To understand the limitations that may be encountered when analyzing with this framework, the limitations of the IAD framework are also discussed. Separately considered the issue that emerged in the literature recently (see Allen & Potts, 2016) on the connection theory of commons with innovations. As a case study for the applicability of the framework, a political measure was chosen the implementation of the “National Technology Initiative” in Russia. To narrow the analysis, since conducting a comprehensive NTI assessment is not the goal of this work, it was decided to study the implementation of NTI using the example of NeuroNet. For IAD framework testing and collecting data for the analysis, 10 interviews were conducted with experts who are managers of the NeuroNet Group, representatives of NeuroNet Group companies and experts of NeuroNet Group. Based on this study findings and opportunities for application of IAD framework for STI policy evaluation in Russia are discussed.
