Administrative Reforms of Alexander I

This study is focused on the administrative reforms, which were conducted by Alexander I. The author has established the foundation of the reforms in the field of public administration in the first quarter of the nineteenth century. The most important projects of government reforms which were offered by M.M. Speransky, N.N. Novosiltsov, A. Czartoryski were studied by the author. Furthermore, the author analyzed the main stages of administrative reforms in the first quarter of the nineteenth century. For instance, the author paid attention to the Senate reform, the formation of the State Council and the Committee of Ministers, the establishment of ministries. In conclusion, the main problems appeared in the process of reforming the administrative system were identified by the author.
