The present study is an attempt to investigate the development of energy as the object of legal regulation. We have considered public law rules, as we identified that their significance is very high since they deal with the governing of energy cooperation among public institutions. Moreover, the research has revealed that the role of government and public sector is more central in this area. Therefore, the variety of international legal sources including WTO agreements, Energy Charter Treaty, customary law, other instruments of multilateral cooperation and foreign doctrinal sources were examined. The first chapter of the study covers the theoretical aspects of legal regulation of the power industry and its internationalization, such as the development of international energy markets and of mechanisms of investments and trade protection of energy resources, the issue of the energy security and its elements (including the protection of the environment), and the problem of the sufficiency of the international energy regulation. The second chapter looks into more practical aspects of energy law in global scope and touched on the issue of energy dispute settlement and boundary delimitation between states and other relevant applicative problems.
