An Approach to Management of Public-private Partnership Projects in the Development of Transport Infrastructure Linear Objects

To date, public-private partnerships are an effective tool in the development of large and capital-intensive projects. Such projects include the development of highways. This mechanism is most successful in Germany, where the PPP mechanism is the basis for the development of this sector In this survey, a project for the construction of a federal highway in the territory of Perm Krai is proposed and an analysis of the risks of this project is carried out. The author of the research puts forward a hypothesis that it is impossible to use the PPP mechanism in the Russian Federation under the existing regulatory and legal framework. The author of the study develops the project using the PPP mechanism. Then he analyzes the risks of this project with the help of a score-integral evaluation. As a result of this risk analysis, one can speak of a serious barrier in the quality of which the normative and legal base acts.
